Employment Practice Appeal Process
Universitas Airlangga (UNAIR) ensures a fair and transparent workplace by providing employees with a structured process to appeal decisions related to rights, pay, and disciplinary actions. This process is enshrined in Rector’s Regulation No. 29 of 2016 on Disciplinary Rules, which outlines a clear appeals framework aimed at upholding fairness, transparency, and legal certainty. Specifically, Chapter 13, Section Four of the regulation provides employees with a 14-day window to submit appeals, backed by relevant evidence. This regulation empowers employees to seek adjustments, suspensions, or confirmations of decisions made by the administration.
Structured Appeals Process and Supportive Steps
The appeals process at UNAIR incorporates several levels of resource:
- Initial Submission to the Rector: Employees may formally present their appeals to the rector, who reviews the supporting documents and facts.
- Mediation and Further Resolution: If the issue persists, UNAIR offers mediation through the Employment Relations Authority, providing an impartial platform for resolution.
- Employment Court Resource: In cases where internal resolution mechanisms are insufficient, employees have the right to take their case to the Employment Court, ensuring comprehensive avenues for justice.
For non-disciplinary concerns, UNAIR’s Human Resources Department also provides appeal options, enabling employees to voice concerns or seek clarification on pay-related issues without entering the formal disciplinary process.
Confidentiality and Protection Against Retaliation
To maintain a secure environment, UNAIR assures employees that all appeals are handled with confidentiality, safeguarding against potential retaliation. This assurance aligns with Rector’s Whistleblower Regulation No. 25 of 2019, reinforcing the university’s commitment to an equitable and safe work culture.
